Signs REED HALL Help Request

This sign belongs to a friend of my son. He has a out door covered 20x20 bar. First of all this picture was painted on
wood with Sharpies which I thought was pretty impressive.
What I would like to do is powder coat this with 3 colors. Would like to layer the bull over a backer and the ring.
Help will be appreciated and as always willing to pay for your help.

bull and ring are separate, I forgot to bridge the dropouts in the dates...

Gary thank you so much for this file. Customer loved it. I added some LED lights. It is hanging on his outside bar.
